White Card QLD: Online Rules, Cost and Providers

In Queensland the white card (CPCWHS1001) is issued by the RTO that trains you. You cannot do it as a self-paced online course: WHSQ allows classroom training or approved live video classes only, with a minimum of 4.5 hours. Lost your card? White Card rules in Queensland

  • QLD (Business Queensland / WHSQ): construction industry workers must complete general construction induction training with an RTO delivering CPCWHS1001 (previously CPCCWHS1001); the RTO issues the general construction induction card (white card). Card must be kept on you while on site.

  • QLD delivery: WHSQ allowed online delivery until 2019. From 1 February 2019 all training had to be face-to-face (exception for rural residents more than 100km from an approved RTO). From November 2022: RTOs can be approved to deliver face-to-face via Connected Real Time Delivery (CRTD, live virtual classroom), class sizes capped at 15, minimum duration 4.5 hours, WHSQ-approved trainers only, 24 hours notice before a course, mandated assessment from July 2023. Self-paced online is not permitted in Queensland.

  • QLD two-year rule: for a lost, stolen or destroyed card, the replacing RTO must obtain a declaration that the person has carried out construction work in the preceding two years. Queensland also requires retraining where the holder completed training more than two years earlier and has not carried out construction work in the preceding two years (as reported in the Training Ombudsman review).

  • QLD (WHSQ general construction induction training conditions v6.1, effective 25 July 2023): the course is delivered face-to-face in a classroom or by connected real-time delivery (live video with real-time interaction and identity checks). Self-paced learning is not part of connected real-time delivery.

  • QLD replacement: to replace a lost, stolen or damaged card, contact the RTO that issued it. If that RTO has closed, contact another Queensland RTO that delivers the course. You need your statement of attainment (CPCCWHS1001 or CPCCOHS1001A) and a declaration of how the card was lost, stolen or destroyed. The RTO sets any fee; WHSQ states none.

  • QLD: a former blue card cannot be replaced if lost, damaged or destroyed; the holder must redo the course. A card issued outside Queensland is replaced by the authority in the state that issued it.

Can you do a white card online in QLD?

Not as a self-paced course. Queensland moved to face-to-face only from 1 February 2019. Since November 2022, RTOs can be approved to run live virtual classes (connected real-time delivery) with up to 15 people and WHSQ-approved trainers. Self-paced online learning is still not permitted.

How long is a white card course in QLD?

The minimum duration in Queensland is 4.5 hours, whether the class is in a room or live on video.

I lost my white card in QLD. How do I replace it?

Contact the RTO that issued your card. If it has closed, any other Queensland RTO that delivers the course can replace it. Bring your statement of attainment (CPCCWHS1001 or CPCCOHS1001A) and a declaration of how the card was lost, stolen or destroyed. The RTO sets any fee. An old blue card cannot be replaced, so you redo the course.

Who issues the white card in Queensland?

The registered training organisation that delivers CPCWHS1001 issues the general construction induction card. You must carry it while on site.

Can I use a QLD white card in other states?

Yes. Every Australian state and territory recognises a white card issued in another state, as long as it is still valid where it was issued.
