White Card Replacement: How to Replace a Lost White Card in Each State

Last updated 10 October 2026

Lost, stolen or damaged your white card? You replace it through the state that issued it, not the state you live in now. In NSW that is Service NSW online. In Queensland and WA it is the RTO that ran your course. Victoria, Tasmania, the NT and the ACT each run their own replacement process. This guide covers the steps, the fees each regulator publishes, and when you have to redo the course instead.

When you have to redo the course

Replacing a card is cheaper and faster than retraining, but in some cases you have to redo the course:

  • Two years out of construction work. In NSW the card becomes void if you have not done construction work for two consecutive years or more (SafeWork NSW). WA says the card becomes invalid after two years out of the industry. In Queensland the replacing RTO needs a declaration that you have done construction work in the past two years (Training Ombudsman review). SA says the card stays valid while you have worked in construction in the last two years, and the NT says you may need to retrain after two years out. Access Canberra says an ACT card does not expire.
  • An old Queensland blue card. It cannot be replaced.
  • No record in WA. If no record of your training can be found.

If you need to retrain, our white card course comparison lists published prices from providers in each state.

Moved interstate

WorkSafe Queensland says a card issued outside Queensland is replaced by the authority in the state that issued it. So a NSW card is replaced through Service NSW even if you now live in Perth. You do not need a new card just because you moved: every state recognises a white card issued in another state. For construction work on WA mine sites, WorkSafe WA accepts a similar card from another state if it was issued by an authorised RTO and has not been cancelled.

Frequently asked questions

How do I replace a lost white card?

It depends on the state that issued the card, not the state you live in now. In NSW you replace it online through Service NSW. In Queensland, WA and SA you go back to the RTO that issued it. In Victoria you contact the WorkSafe Victoria Licensing Branch, in Tasmania you go to a Service Tasmania centre, in the NT you apply through the Territory Business Centre, and in the ACT you apply online through Access Canberra.

How much does a replacement white card cost?

In NSW the SafeWork NSW 2026-27 fee is $43, or $36 online. The NT charges $31 and Service Tasmania lists $13.72. In Queensland, WA and SA the RTO sets the fee and the regulator does not state one. WorkSafe Victoria says there is currently no fee for a replacement plastic card, though a fee may apply in future.

Can I look up my white card number online?

In WA, cards can be looked up in the WorkSafe WA construction induction training card database. In SA, SafeWork SA says your USI transcript shows which RTO you trained with if you trained after 1 January 2015. In other states, check your statement of attainment, your old RTO's records or the Service NSW app if you hold a NSW card.

Do I need to redo the white card course if I lost my card?

Usually not, if the RTO or regulator can find your record. You do need to redo it in Queensland if you held an old blue card, in WA if no record can be found, and in NSW, WA and Queensland if you have not done construction work for two years or more.

Does a white card expire?

There is no printed expiry date. In NSW the card becomes void if you have not carried out construction work for two consecutive years or more. WA says the same about leaving the industry for two years, SA says the card stays valid while you have worked in construction in the last two years, and the NT says you may need to retrain after two years out. Queensland applies a two-year rule when replacing a card. Access Canberra says an ACT card does not expire.

I moved interstate. Who replaces my white card?

The state that issued it. WorkSafe Queensland says a card issued outside Queensland is replaced by the authority in the state that issued it. All states recognise a white card issued in another state, so you do not need a new one just because you moved.
