What are the rules for MR licence?
Unit TLILIC2015 Licence to drive a medium rigid vehicle is the national training unit behind the MR licence. Its assessment requirements note the unit is necessary but is only one of several criteria for the licence, and that assessment sits within a state licensing examination. Some providers use other codes on their own pages (Keen Bros lists TLIC3003), so confirm the code with your provider.
Source: training.gov.auWestern Australia: to apply for MR you must have held a C class licence for at least 12 months. An MR licence covers vehicles with 2 axles and a GVM greater than 8,000 kg, plus LR vehicles, cars, mopeds and trailers up to 9,000 kg GVM.
Source: transport.wa.gov.auWestern Australia: MR needs a practical driving assessment (PDA). You learn to drive, apply in person, then book and pass the PDA. Interstate licences transfer without a PDA. A National Driver Work Diary is needed if you drive over 12 tonnes outside WA and the NT.
Source: transport.wa.gov.auWestern Australia: the Department of Transport fee table for RTO-assessed heavy vehicle applications lists HR, HC and MC only. It has no line for LR or MR, and the RTO sets its own assessment fee, so the WA government fee for an MR application could not be confirmed from the regulator pages.
Source: transport.wa.gov.auWestern Australia: to apply for HR you must have held a C class licence for 2 or more years, or an LR or MR licence for 1 or more years. An MR licence therefore counts toward the HR pathway.
Source: transport.wa.gov.auQueensland: upgrading to LR or MR needs a C class licence held for 1 year within the last 5 years (the time can be in separate periods and excludes time suspended, surrendered, cancelled or expired). You also need a medical fitness declaration, a road rules test if required, and a practical test booked on 13 23 80 or online. Rescheduling needs 2 business days' notice.

Source: qld.gov.auQueensland providers Shift Training and The Driving School each list an $80 practical test booking fee alongside their packages, and a knowledge test fee of $28.70 or $29.70. These are provider-stated and differ from the TMR fee schedule, so check the current TMR fees.
Source: shifttraining.com.auNew South Wales: MR needs a C class licence (not a learner licence) held for 1 or more years, a pass in the Heavy Vehicle Knowledge Test, an eyesight test, and a heavy vehicle competency based assessment (HVCBA) through an RTO or a Service NSW heavy vehicle driving test. MR covers vehicles over 8 tonnes GVM with 2 axles, with a trailer up to 9 tonnes GVM.
Source: www.nsw.gov.auNSW fees page lists, for heavy vehicle licensing: Knowledge Test $58 (the Rigid version covers LR, MR and HR), upgrade $34, HVCBA scheme participation $36, driving test $72, log book replacement $11. Licence renewal is $74 for 1 year, $172 for 3 years or $234 for 5 years. Training providers set their own course fees.
Source: www.nsw.gov.auSouth Australia: LR and MR need you to be 18 or over and to have held a C class licence for at least 1 year. MR covers 2 axles with a GVM above 8 tonnes, towing a single trailer (not a semi-trailer) up to 9 tonnes GVM.
Source: mylicence.sa.gov.auNorthern Territory: MR covers vehicles with 2 axles and a GVM above 8 tonnes. HR is the class for 3 or more axles over 8 tonnes. The NT eligibility period for MR could not be confirmed from the regulator page.

MR licence questions answered
What is an MR licence?
MR is the medium rigid heavy vehicle driver licence class. It covers a truck with 2 axles and a GVM over 8 tonnes, and a trailer up to 9 tonnes GVM, as set out on the WA, QLD, NSW and SA regulator pages. It also covers LR vehicles and cars. Your state transport authority issues the licence, not the training provider.
What can I drive with an MR licence?
A rigid truck or bus with 2 axles and a GVM over 8 tonnes, plus anything an LR licence allows. WA lists a trailer up to 9,000 kg GVM, and QLD and NSW list the same 9 tonne trailer limit. SA adds that the trailer cannot be a semi-trailer. A truck with 3 or more axles over 8 tonnes is HR territory, per the NT page.
How much does an MR licence cost?
Across 10 providers, published course prices run $850 to $1,595, as listed on each provider's own page and last checked 10 October 2026. What is included varies: some providers include the test booking fee, others leave state fees extra. Extra hours are charged on top, and some providers say most learners need more than the headline hours.
Who can apply for an MR licence?
WA, QLD, NSW and SA all list a C class licence held for at least 1 year. NSW says it cannot be a learner licence, and SA sets a minimum age of 18. QLD counts the year within the last 5 years and also asks for a medical fitness declaration. We could not confirm the NT period from its regulator page, so check it before you book.
How does an MR licence work in QLD?
You upgrade through Queensland Transport and Main Roads (TMR). You need a C class licence held for 1 year within the last 5 years, a medical fitness declaration, a road rules test if required, and a practical test booked on 13 23 80 or online. TMR lists the practical test at $69.40 and the knowledge test at $29.70. QLD providers list their own booking fees, so confirm current fees with TMR.
Do I sit a test with the regulator?
It depends on the state. WA uses a practical driving assessment (PDA). QLD needs a practical test with TMR. NSW needs the Heavy Vehicle Knowledge Test and either a heavy vehicle competency based assessment (HVCBA) through an RTO or a Service NSW driving test. For SA and the NT, check the regulator pages cited on this page.
What do the regulator fees cost?
NSW lists a Knowledge Test at $58, a driving test at $72, HVCBA scheme participation at $36 and an upgrade at $34. QLD lists a practical test at $69.40 and a knowledge test at $29.70. The WA fee tables list HR, HC and MC only, with no MR line, so confirm the WA fee with the Department of Transport or your RTO.
What is the difference between an MR and an HR licence?
MR covers 2 axle vehicles over 8 tonnes GVM. HR covers vehicles with 3 or more axles over 8 tonnes, per the NT page. In WA, HR needs a C class licence held for 2 years or an LR or MR licence held for 1 year, so MR is one step on the HR pathway. See the HR licence page for costs and providers.
Why do automatic, synchromesh and manual courses cost different amounts?
Providers price each gearbox type separately, and some sell automatic only courses. The price shown for each provider is its cheapest advertised option. An automatic only course may leave your licence restricted to automatic trucks, so ask the provider what the course gives you before you book.
