HR licence questions answered

What is the HR licence unit code?

TLIC3004, Drive heavy rigid vehicle. Central Regional TAFE in WA lists it in its heavy vehicle driving operations skill set. We could not read the training.gov.au record directly, so confirm the code with your provider. Your state transport authority issues the licence, not the training provider.

How much does an HR licence cost?

Across 12 providers, published course prices run $990 to $1,895, as listed on each provider's own page and last checked 10 October 2026. What is included varies: some providers include the test fee and vehicle, others leave state fees extra. Fee-free TAFE places are not counted in that range.

Who can apply for an HR licence?

WA, QLD, SA and the NT want a C class licence held for 2 years, or an LR or MR licence held for 1 year. WA also bars provisional licence holders. NSW lists a car licence held for 2 years. SA also sets a minimum age of 19. Rules can change, so check your state's page before you book.

Do I sit a test with the regulator?

It depends on the state. WA uses a practical driving assessment with the Department of Transport or an authorised RTO. QLD needs a practical test with TMR. NSW uses a heavy vehicle competency based assessment (HVCBA) through an RTO. For SA and the NT, check the regulator pages cited on this page.

What do the regulator fees cost?

In WA the Department fee for an HR class application with an authorised RTO is $63.50, and the RTO sets its own assessment fee. NSW lists a Knowledge Test at $58 and a driving test at $72. A QLD provider lists a $29.70 knowledge test and an $80 TMR test booking fee. Confirm current fees with the regulator.

Why do automatic, synchromesh and Road Ranger courses cost different amounts?

Providers price each gearbox type separately. The price shown for each provider is its cheapest advertised option, which is often an automatic or restricted course. A restricted licence limits which gearbox types you can drive, so ask the provider what the course gives you.

Are there fee-free HR courses?

In WA, Central Regional TAFE and North Regional TAFE list HR in a heavy vehicle driving skill set that is fee-free for eligible students. You still pay Department of Transport, WorkSafe and processing fees. Places are limited to eligible WA residents, so check eligibility with the TAFE.
